Zensus 2022 Census: how are people seeking protection counted that come from Ukraine?

WIESBADEN - Many people from Ukraine seeking protection currently arrive in Germany. Refugees are taken into account by the concepts of the 2022 Census. Generally, all people obliged to register in Germany on reference date 15 May 2022 are counted in the 2022 Census. Everyone is generally obliged to register at his/her place of residence.

People who usually reside abroad are obliged to register when they stay in Germany for more than three months. This also applies to people from Ukraine seeking protection. The following population census procedure applies to all people seeking protection, irrespective of the country they come from.
a) People seeking protection are accommodated in existing refugee accommodation (e.g. initial reception centres, anchor centres). These people are registered in the centres in accordance with registration law. In the 2022 Census, a survey will be conducted in such accommodation facilities. The facility management will provide information in the 2022 Census on behalf of the residents. This means that people seeking protection will not have to answer questions themselves in such cases.
b) People seeking protection are accommodated temporarily, that is for a short period, in temporary emergency accommodation (e.g. gyms) before they move to a private dwelling or another accommodation where they can stay for a longer period. People seeking protection who stay in such an emergency accommodation facility do not have to register at first. This is why no survey will be conducted at such addresses in the 2022 Census.
c) People seeking protection are accommodated in private dwellings and are registered there in accordance with registration law. That can be dwellings of friends, relatives or helpers or dwellings provided for refugees by municipalities, for instance. These people are counted in the 2022 Census unless they indicate in the survey of individuals that they are staying at the address only temporarily.
d) People seeking protection are accommodated in private dwellings and are not registered there in accordance with registration law. That can be dwellings of friends, relatives or helpers or dwellings provided for refugees by municipalities, for instance. These people are counted in the census only if they indicate in the survey that they are staying at that address for a longer period rather than just temporarily.

Information from the interviews will in no case be passed on to other authorities such as registration authorities or third parties. It will only be used for the statistical purposes of the census.
