Why is the census taking place?
Our policy-makers, authorities and businesses need population statistics, employment figures and information on the number of buildings and apartments, so that they can make plans and decisions. For this reason, a census is carried out every ten years to obtain the latest figures. All member states of the European Union are legally obliged to conduct a census in the current cycle. The census also provides important basic data for science and official statistics. For example, the information on the number of buildings and apartments serves as the basis for expanding the inventory in Germany.
Who will be interviewed during the census?
Some of the population will be randomly selected to participate in a personal survey. In addition, all residents in dormitories (e.g. student halls of residence) are required to provide information. In shared accommodation (e.g. correctional facilities and hospitals), the facility managers are required to provide information on behalf of the residents. During the census of buildings and housing, interviews are conducted with owners, administrators and other persons entitled to manage and use living space. The regional statistical offices may select the respondents at their own discretion.
Do I have to actively register to participate in the census?
No, you do not have to actively register to participate in the census. Your local statistical office will contact you by post if you have to take part in a survey.
How can I apply as an interviewer for the 2022 census?
The interviewers for the 2022 census will be recruited through the survey offices run by local municipalities.
In many municipalities, the survey offices are expected to be set up by the end of 2021. You can obtain more information on the survey offices in your region from your local authorities or the statistical office responsible for your federal state.
What pandemic-related adjustments and sanitary measures are planned for the survey of individuals?
Personal interviews in the 2022 Census will be conducted in keeping with the infection control measures applying at the time. Face-to-face interviews will be short, with little contact and can be carried out at the front door or outside. The interviewer will enter your dwelling or house only when explicitly requested by you to do so. Telephone interviews of respondents have been planned as a fall-back option if the situation in the survey period should prevent personal interviews being conducted in accordance with the infection control regulations while observing hygiene standards and taking preventive measures.
Can homeowners be billed for the costs associated with the census of buildings and housing?
A property management company may be able to bill homeowners for their expenses incurred as part of the census of buildings and housing. This depends on the content of the management contract concluded with the homeowners. The statistical offices cannot make any statements as to whether estimated costs are legitimate.
The official questionnaire can also be completed by the homeowners themselves. The owner and property manager can decide who is to provide the information. Only one questionnaire has to be submitted for each housing unit.
What is the difference between the pilot study (pretest), the preliminary survey 2021 and the Census of Buildings and Housing 2022?
The preliminary survey of the census of buildings and housing, which was conducted in 2021, settled discrepancies regarding respondents. Examples are: Will the address of the building still be valid on census reference date of 15 May 2022? Is the determined person really the owner or manager of the building or dwelling and, consequently, obliged to provide information? In the actual Census of Buildings and Housing 2022, the information on dwellings and buildings will be collected with regard to the census reference date (15 May 2022).
